Escambia County is seeking quotes for a walk-in freezer replacement project at the County Animal Welfare and Adoption Center located in Pensacola, Florida. The procurement involves removing an existing approximately 8' x 8' walk-in freezer and installing a new, energy-efficient, code-compliant freezer system in an outdoor concrete loading dock space. Key deliverables include complete demolition and removal of the existing unit, site preparation, installation of a new refrigeration system, comprehensive system testing, staff training, and site cleanup. Vendors must submit electronic quotes through the OpenGov Procurement portal by January 22, 2026 at 4:00 p.m., with a deadline for questions on January 20, 2026 at 4:00 p.m. Required qualifications include current contractor licensure, Sunbiz registration, a completed W-9 form, and compliance with local building, health, and safety codes. Pricing will be evaluated across three line items: walk-in freezer removal, equipment procurement, and installation.
No specific set-aside designations or restrictions on responding organizations were noted in the solicitation documents. Contractors must provide comprehensive insurance coverage, including Workers' Compensation, General Liability, Auto Liability, and Pollution or Environmental Liability, with carriers meeting specific rating requirements. While a specific budget range was not disclosed, the procurement allows the County to purchase additional quantities at offered prices for up to 180 days following the quote date. Contractors will be required to verify existing electrical infrastructure and ensure the new freezer system is compatible with the current site conditions. The County reserves the right to evaluate and select vendors based on compliance with technical specifications, insurance requirements, and overall responsiveness to the solicitation. Successful vendors must be prepared to provide detailed technical documentation, equipment submittals, and meet all regulatory compliance standards for installation and operation of the new walk-in freezer system.
