About this opportunity

The Palm Beach County Board of County Commissioners, Purchasing Department, has issued a Request for Quotation (RFQ) for walk-in freezer condenser and evaporator replacement, purchase, and installation services at Coconut Cove Waterpark. The procurement seeks quotes for the complete removal and disposal of existing equipment and the procurement and installation of one 2.5 HP Trenton Scroll multiref outdoor condensing unit (part #TEZA025L8HT3DF) and one Trenton evaporator for R404A refrigerant (part #TPLP209LES2DR6), along with inspection and testing of refrigerant lines with replacement if necessary and final testing to ensure the freezer maintains 0 degrees Fahrenheit. This is a one-time, all-or-none award with no renewal options. Quote responses must be received by May 8, 2025, at 4:00 p.m. local time, with a mandatory site inspection required on April 28, 2025, at 10:00 a.m. at Parks and Recreation, 20130 Regional Park Drive, Boca Raton, Florida; attendance will be taken at 10:10 a.m., and failure to attend results in automatic disqualification. Quoters must submit pricing on three line items: the condensing unit, the evaporator, and installation labor and materials, with all pricing including removal and disposal of existing equipment, refrigerant, tools, hardware, wiring, and accessories with no additional charges permitted. The successful quoter must begin work within ninety days of notification and complete the project within fourteen days of starting work. Required qualifications include proof of HVAC certification and certified welders in both steel and aluminum, along with workers' compensation and general liability insurance with a minimum of $500,000 coverage.

The County applies a 5% local preference to quoters with a permanent place of business in Palm Beach County and a 5% Glades preference to quoters located in the Glades region. Small, minority, and women-owned business (S/M/WBE) enterprises that are certified with the County and submit bids within 10% of the lowest bid receive preference consideration. The County will award to the lowest responsive and responsible quoter, with the contract funded by the County's general appropriations. Quoters are responsible for providing all workers' compensation and general liability insurance and maintaining the manufacturer's equipment warranty. Invoices must be submitted within thirty days of service completion, or five days if performed in September. No incumbent vendor or budget range is specified in the solicitation documentation; however, the fixed-price nature of the contract indicates that all costs for equipment, labor, materials, and disposal are to be included in the quoter's single comprehensive price submission.
