About this opportunity

This is a competitively bid construction contract for agricultural infrastructure improvements being procured by Robert Wagner, with engineering services provided by Herbert, Rowland & Grubic, Inc., located in Forest County, Pennsylvania. The Wagner Farm Project (10162.0429) encompasses the construction of a roofed 96' x 50' heavy use area protection (HUAP) facility and a 40' x 50' waste storage facility (WSF), along with supporting agricultural infrastructure including a 40' x 10' feed table, 40' x 15' concrete access road, 180' x 38' vegetated treatment area (VTA), reinforced access roads, watering facilities, and stormwater management controls. The project requires strict adherence to comprehensive technical specifications covering general and site-specific construction requirements, erosion and sedimentation control measures, quality assurance protocols, and installation sequencing, with deliverables consisting of properly constructed and installed agricultural infrastructure components meeting all design standards. Bidders must submit proposals online via PennBID (https://pennbid.bonfirehub.com/) by Tuesday, April 28, 2026, at 11:00 AM local time, with a mandatory pre-bid conference scheduled for April 14, 2026, at 10:00 AM at 233 John Deere Lane, Tionesta, Pennsylvania 16353; attendance at the pre-bid conference is mandatory and bidders who do not attend will be deemed non-responsive. The contract is structured as a single prime construction contract on a lump-sum (stipulated price) basis, with substantial completion required by September 14, 2026, and final completion by October 12, 2026, with liquidated damages assessed at $300 per day for delays beyond either completion date. Qualified bidders must demonstrate experience in agricultural construction and facility installation, with bid security of not less than 5 percent of the base bid amount required in the form of a certified check or bid bond.

This construction contract is subject to Pennsylvania Prevailing Wage Act requirements, with applicable wage rates determined by the Pennsylvania Department of Labor and Industry as of the contract date, and all contractors must comply with the Public Works Employment Verification Act requiring E-Verify enrollment and Executive Order 11246 equal employment opportunity provisions. The project requires performance and payment bonds, each in amounts equal to the full contract price, and contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability coverage with a minimum of $500,000 per occurrence, and builder's risk insurance on a completed value basis. Additional mandatory submittals include a non-collusion affidavit, Equal Employment Opportunity (EEO) certification, public works employment verification forms, and steel products procurement certifications. The project is funded through state sources, and no incumbent contractor information or renewal options are identified. The bidding documents do not specify a maximum award value or budget range, though the 5 percent bid security requirement and the complexity of the multi-component agricultural facility construction project suggest a contract value likely exceeding $100,000.
