About this opportunity

Central Arizona Water Conservation District (CAWCD) is soliciting competitive sealed proposals for complete repair and re-gasket work on the Waddell Pumping Plant KW1A transformer, with proposals due October 8, 2026.

The scope is a comprehensive transformer re-gasket project addressing multiple oil leaks from primary bushings (H1, H2, H3), secondary bushings (X1, X2, X3), Buchholz Relay, and other connection points. The contractor must clean and prepare all sealing surfaces (faces, grooves, flanges, glands) and replace all sealing materials—gaskets, o-rings, packing, bolts, nuts, washers—at the main tank, oil preservation system, radiators, primary bushing gasketed flanges, and primary CT wells/turrets. The scope includes complete removal, processing, and vacuum re-filling of insulating mineral oil from the main tank, radiators, and conservator; removal, regasketing, and reinstallation of all bushings; replacement of the conservator bladder; and replacement of all associated gaskets, seals, vents, and drains on conservator system piping and devices. SF6 gas isolation, recovery, and refill will be performed by others. The work addresses equipment reliability, environmental compliance, and personnel safety concerns. Place of performance is the Waddell Pump & Generating Plant in Maricopa County / Phoenix area, Arizona.

This should be considered a complete transformer re-gasket project. This will require complete removal, processing, and vacuum re-filling of the insulating mineral oil from the main tank, radiators, and conservator. SF6 gas isolation, recovery, and refill will be performed by others. All bushings will be removed, regasketed, and re-installed by the contractor.
