About this opportunity
The Williamsport Municipal Water Authority (WMWA) is soliciting sealed bids for the construction of the Mosquito Valley Water Treatment Plant (WTP) Electrical Service Upgrade project (Contract WA-25-26) located in Lycoming County, Pennsylvania. This is a fixed-price, lump-sum procurement that includes the demolition of the existing medium voltage switch, PPL metering infrastructure, and overhead electrical line, followed by the installation of new utility poles, a medium voltage switch, PPL metering equipment, and medium voltage cabling to upgrade the facility's electrical service capacity. Bids will be received online through www.penbid.net until Tuesday, March 31, 2026 at 10:00 AM local time, with public opening and reading of submissions to immediately follow. A mandatory pre-bid conference is scheduled for Tuesday, March 17, 2026 at 11:00 AM at the Mosquito Valley WTP facility located at 1600 Mosquito Valley Road, Williamsport, Pennsylvania 17702; bidders who do not attend this conference are ineligible to submit bids. The project requires substantial completion within 150 days and final completion within 180 days, with liquidated damages assessed at $500 per day for delays. Bidders must demonstrate financial stability, relevant construction experience, satisfactory safety performance records, and valid surety information, and must submit a comprehensive Qualifications Statement along with their bids. Bidding documents, including detailed specifications and drawings prepared by Keystone Engineering Group, Inc., are available for download at https://pennbid.bonfirehub.com, with prospective bidders urged to register as plan holders to receive periodic updates and official addenda.
The contract requires bidders to comply with prevailing wage rates established by the Commonwealth of Pennsylvania Department of Labor and Industry and mandates comprehensive insurance coverage including workers' compensation, commercial general liability with a $2,000,000 general aggregate, automobile liability with $1,000,000 per occurrence limits, and umbrella/excess liability coverage of $2,000,000 per occurrence. All work must comply with the National Electrical Code (NFPA 70) and applicable IEEE standards, with the contract incorporating EJCDC standard forms (2018 edition) for agreements, bonds, and change order procedures. A 10 percent bid bond is required at submission, with performance and payment bonds required equal to the full contract price upon award. Progress payments will be made at 90 percent of work completed with retainage calculated monthly following Engineer review and recommendation, with a three-year maintenance period for products and completed operations coverage following final payment. The bidding documents do not specify set-aside designations for disadvantaged enterprises, women-owned businesses, or other restricted categories, indicating this is an open competitive procurement available to all qualified bidders. No specific award value or budget range is disclosed in the available procurement materials; however, the scope of work encompassing utility pole installation, medium voltage electrical equipment, and associated cabling suggests a mid-range construction contract typical for municipal water authority infrastructure upgrades.
