About this opportunity
The Michigan Department of Technology, Management, and Budget (DTMB) is soliciting proposals under RFP 270000000191 for Nokian tire supply for Michigan State Police (MSP) fleet vehicles, with bidder questions due November 6, 2026 and proposals due November 24, 2026 at 1:59 PM Eastern Time. No set-aside applies. Contractors using subcontractors for more than 20 percent of deliverables must award at least 20 percent of subcontracted work to Michigan-based Geographically Disadvantaged Business Enterprises (GDBEs). Qualified Disabled Veteran and Service-Disabled Veteran-Owned Businesses may receive consideration under MCL Section 18.1261.
The scope covers four Nokian WRG5 tire models with estimated annual quantities totaling approximately 2,700 tires: 400 units of 245/55R18 (167 mph minimum rating), 900 units of 255/60R18 (149 mph), 500 units of 265/60R17 (149 mph), and 900 units of 275/55R20 (149 mph). Tires must be delivered to the VTS garage at 6951 Crowner Drive, Dimondale, Michigan. The Statement of Work sets delivery within five business days of order, while Schedule D sets a five-calendar-day service level with a 100 percent compliance standard and invoice reductions for non-compliance. The contractor must appoint a Contract Program Manager available 8:00 AM to 5:00 PM EST, Monday through Friday, and hold a kick-off meeting within 30 calendar days of the effective date. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, umbrella coverage of $5,000,000 per occurrence and $10,000,000 aggregate, and automobile liability of $1,000,000 per accident. Insurers must carry an A.M. Best rating of A- VII or higher unless DTMB approves otherwise.
The contract term runs from March 13, 2027 through March 12, 2030, with up to three one-year renewals at the State's sole discretion. No estimated contract value is stated. Contracts of $250,000 or more require State Administrative Board approval. Pricing must remain firm for the full term, with adjustments permitted only on documented changes in contractor costs. Payment is by Electronic Funds Transfer through SIGMA VSS registration. The contract extends to MiDEAL members, including local units of government, school districts, universities, community colleges, and nonprofit hospitals, at the same terms, with the contractor paying a 1 percent administrative fee on those transactions.
Evaluation totals 100 points: SOW sections 3–9 (40 points), SOW sections 10–30 (35 points), Schedule D SLA (10 points), and the Vendor Questions Worksheet (15 points). Proposals scoring 80 percent or higher advance to pricing evaluation, and award goes to the best-value responsive and responsible bidder. The State may negotiate with one or more bidders, conduct site visits, request oral presentations, and weigh Michigan employment and job creation. Bidders must submit a Confidential Treatment Form regardless of whether they claim confidentiality, and all proposals are subject to FOIA disclosure. Proposals are submitted electronically through www.michigan.gov/SIGMAVSS, with the Solicitation Manager and Contract Administrator Patrick Turcotte (turcottep@michigan.gov, 1-855-647-8724).
