About this opportunity
The California Air Resources Board (CARB) is seeking to procure two Volatile Organic Compound (VOC) and Air Toxic Analyzers for use in Sacramento County and San Francisco City, with a critical objective of improving regional air quality modeling and providing independent verification of aerosol model predictions in non-attainment areas. The specific procurement involves real-time SIFT-MS systems with high-mass range capabilities, nitrogen carrier gas configuration, calibration standards, auto-validation inlets, installation kits, and comprehensive software packages. The equipment must be capable of measuring chemicals leading to regulated fine particulate matter (PM2.5) and ozone (O3) with parts-per-trillion detection limits and continuous 24/7 monitoring capabilities. Vendors must submit quotes by March 10, 2025, at 5:00 PM PT, with questions due by March 3, 2025, and responses to be posted via addendum on March 5, 2025. The procurement requires equipment delivery within 45 working days after order receipt, and includes installation and familiarization training at two Sacramento locations: 2701 5th St and 1001 I St.
The solicitation includes specific set-aside preferences for small businesses (5%), disabled veteran business enterprises (up to 5%), and provisions under the Target Area Contract Preference Act (TACPA). Sales tax of 8.75% will be applied, and payment will be processed within 45 days after goods acceptance or undisputed invoice receipt. The procurement comes with a mandatory one-year warranty from the delivery date, and pricing must be FOB Destination with all freight, shipping, and handling fees incorporated into the unit price. While no specific incumbent vendors are mentioned, the technical specifications suggest a sophisticated technological requirement that may limit potential respondents to specialized scientific equipment manufacturers. Though no explicit award value is provided, the comprehensive technical requirements and multi-location installation suggest a potentially significant contract value, likely in the six-figure range given the complexity of the specialized VOC and air toxic analyzers being procured.
Opportunity text
The California Air Resources Board (CARB) seeks to procure (2) Volatile Organic Compound (VOC) and Air Toxic Analyzer and accessories. CARB requests a real-time, highly robust volatile organic compound (VOC) analyzer to measure chemicals that lead to regulated fine particulate matter (PM2.5) and ozone (O3) in the atmosphere. Measurements from this air analyzer is critically needed to improve the regional air quality modeling necessary for the development of federally mandated State Implementation Plan by providing independent verification of aerosol model predictions in areas currently not attaining the National Ambient Air Quality Standards for PM2.5 and O3. This criticality is emphasized because these instruments need to be deployed in NAAQS non-attainment areas.
