About this opportunity
The City of Oceanside, California is requesting sealed bids for the Vista Way FHWA Overlay Project (CIP24-00004, Federal Project No. ER 15J7(193)), a federally funded pavement rehabilitation contract with bids due July 22, 2026 at 2:00 p.m. at the Oceanside City Clerk's office. A Class A General Contractor's license is required at the time of award.
The scope encompasses a two-inch uniform cold mill and overlay of AC pavement along Vista Way between El Camino Real and College Boulevard, with estimated quantities of 7,128 tons of cold mill and HMAC overlay. Additional work includes matching finished surfaces to 40 sewer manhole covers, 17 storm manhole covers, 40 water valve covers, and 20 monument well covers; installation of 66 type E and 6 type EM loop detectors; and installation of traffic striping and pavement markings. Work must be completed within 40 working days of the Notice to Proceed, with nighttime work restricted to 9:00 p.m. to 5:00 a.m. unless Engineer approval is obtained. Liquidated damages are $1,000 per consecutive calendar day for failure to meet the completion deadline.
The project is federally funded through the Federal Highway Administration and requires compliance with prevailing wage requirements under California State Labor Code and federal wage determinations, NPDES stormwater discharge permits, California Environmental Quality Act requirements, and fair employment practices.
Bid security must equal at least 10 percent of the total bid amount in the form of cash, cashier's check, certified check, or surety bond. Upon award, the successful bidder must execute performance and payment bonds equal to 100 percent of the contract award amount and maintain comprehensive general liability insurance with minimum limits of $2 million per occurrence and $4 million aggregate, with the City of Oceanside named as additional insured. The contract is awarded to the lowest responsible, responsive bidder on the base bid.
