About this opportunity

The Virginia National Guard is seeking a comprehensive construction project for a new State Headquarters at the Defense Supply Center Richmond (DSCR), with proposals due by September 3, 2014. The procurement involves developing a specialized readiness center approximately 100,000 square feet in size, constructed with permanent masonry materials including brick and concrete block, featuring a standing seam metal roof. The facility will support Virginia Army National Guard personnel by providing space for training, administrative, and logistical operations, with specific requirements including mechanical systems, HVAC, electrical equipment, pre-wired workstations, and comprehensive site preparation. Key project deliverables include storm water retention ponds, an emergency power generator, and full utility infrastructure for water, sewer, gas, and electrical systems. Exterior supporting facilities will encompass roadways, sidewalks, lighting, parking for 175 vehicles, perimeter fencing, facility signage, and landscaping. The project additionally mandates incorporation of advanced physical security and force protection measures, such as strategic standoff distances, protective berms, heavy landscaping, and bollard installations to prevent unauthorized vehicle access.

The contract opportunity is situated within Chesterfield County and Richmond City jurisdictions, with the facility being constructed on federal land. While specific set-aside designations are not explicitly detailed in the provided documentation, the complex nature of the project suggests advanced technical and construction capabilities will be required from potential vendors. The project appears to prioritize comprehensive security and functional design, indicating a preference for contractors with demonstrated experience in military and government facility construction. No specific incumbent vendors or existing infrastructure integration requirements are mentioned in the documentation. Though a precise budget range is not specified, the scale and complexity of the 100,000 square foot multi-story facility with extensive security and infrastructure components suggest a substantial capital investment, likely in the multi-million dollar range. Interested contractors should carefully review the full project attachment for complete specifications and requirements.
