About this opportunity

The Missouri Department of Transportation (MoDOT) - St. Louis District is conducting a Single Feasible Source (SFS) solicitation for video sharing services, specifically targeting the continuation of services provided by Skyline Technology Solutions, LLC for fiscal year 2025. The procurement covers video sharing service on existing Skyline Technology Solutions servers, with all work required to be completed exclusively by Skyline product technicians to ensure proper distribution of video feeds to MoDOT's internal and external partners. The solicitation's unique characteristic is its sole source determination, predicated on Skyline's proprietary equipment, with the explicit requirement that any work performed by an outside company would void existing warranties. The contract period is set from June 1, 2024, to May 31, 2025, with a response period running from May 10, 2024, to May 17, 2024, at 10:00 AM CDT. Evaluation criteria emphasize the proprietary nature of the technology and the necessity of maintaining warranty integrity, with MoDOT reserving the right to reject any and all potential responses.

The solicitation encourages, but does not mandate, minority business enterprise (MBE) participation of 10% and women business enterprise (WBE) participation of 5%. Skyline Technology Solutions, LLC is identified as the incumbent vendor and the sole source for the current video appliances, with no alternate vendors permitted to perform operations or maintenance. Insurance requirements are stringent, mandating general liability coverage of $600,000 per person and $4,000,000 per occurrence, business automobile liability with similar limits, and Missouri State Workers' Compensation coverage with $1,000,000 employer's liability insurance. Payment terms are established as Net 30 Days with Free On Board Destination delivery terms. While no specific contract value is provided in the documentation, the procurement is structured as a single-source contract for a one-year period, suggesting a focused and specialized service arrangement tailored specifically to MoDOT's technological infrastructure and video sharing requirements.
