About this opportunity
Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Quotation (RFQ) for the purchase and delivery of a video pipe inspection location system designed for lateral and sewer inspections. The specified equipment is the General Pipe Cleaners Model Gen-Eye Prism (Part# 90988) or an approved equal product, which must be capable of inspecting sanitary sewer laterals with pipe diameters ranging from 4 inches minimum to 8 inches maximum and maximum lengths of 200 feet. Quoters must submit responses by November 15, 2022, at 4:00 p.m. local time to the Palm Beach County Purchasing Department via fax or email. The successful quoter must provide on-site training by a manufacturer's representative within five business days of delivery, with a minimum of eight hours of training required for equipment operation and maintenance. All equipment must be new, of current manufacture, carry factory warranties, include at least two copies of operation and maintenance manuals, and be backed by a one-year warranty against defects in materials and workmanship. Quoters must include all shipping and freight charges in the unit price, maintain pricing firm for 90 days from the date of opening, and the County retains the right to purchase additional quantities for up to twelve months from the date of award under the same terms and conditions through mutual written agreement.
The RFQ is subject to Palm Beach County's Equal Business Opportunity (EBO) Ordinance and Small/Minority/Women-Owned Business (S/M/WBE) program requirements, which may provide preferences to certified small businesses within 10 percent of the lowest responsive bid. The Local Preference Ordinance provisions may also provide preferences to quoters with permanent places of business in Palm Beach County or the Glades. The successful quoter must maintain Commercial General Liability Insurance ($500,000 minimum), Business Auto Liability Insurance ($500,000 minimum), and Workers' Compensation and Employer's Liability Insurance in accordance with Florida Statute Chapter 440. No incumbent vendor or current contractor information was specified in the RFQ documentation. The procurement documents do not provide a specific budget range or award value; however, the County indicated it will order equipment via individual purchase orders with delivery to locations within Palm Beach County as specified on each purchase order.
