About this opportunity

The 32nd District Agricultural Association, operating the OC Fair & Event Center in Costa Mesa, California, is requesting proposals for video equipment and services supporting the Pacific Amphitheatre, an 8,200-seat outdoor venue, with proposals due November 5, 2026. A five percent small business preference and a Disabled Veteran Business Enterprise (DVBE) incentive of up to five percent are available for qualified bidders.

The scope includes providing a complete professional video system for 23 annual OC Fair performances (typically July–August) plus an estimated 10 to 20 additional shows throughout the year. Required equipment comprises a minimum of two large LED video screens at stage left and right (each 7 meters wide by 3.5 meters high), one center stage rear screen (10 meters wide by 4 meters high), six 70-inch LED monitors across facility locations, robotic and fixed cameras, media servers, switching equipment, and all supporting cabling, rigging, and power distribution. Setup is expected late May to early July. The contractor must own a substantial percentage of equipment and may not subcontract labor. Employees involved in setup, operation, or teardown must hold Cal/OSHA-10 certification; department heads and leads must hold Cal/OSHA-30 certification under California Assembly Bill 1775.

Minimum qualifications require five years of relevant experience providing similar services at venues with capacity of at least 7,500, with demonstrated technical competence in outdoor live video systems and experience supporting comparable performance schedules.

The contract term runs January 1, 2027 through December 31, 2028, with three optional one-year extensions through December 31, 2031. Pricing is submitted as a flat rate for the 23-show concert series plus a separate per-show cost for additional performances, with all costs inclusive of equipment, labor, delivery, installation, teardown, and related services. The District provides power (up to 200 amps, three-phase at stage left), scissor lifts, forklifts, security personnel, and camera operators.

Evaluation criteria weight design and technical competence (20 points), equipment capability (20 points), experience and references (15 points), personnel qualifications (10 points), financial references (5 points), and financial proposal pricing (30 points). Notice of proposed award was posted November 10, 2026, with a five working-day protest period ending November 17, 2026.
