About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations for a gasoline-powered, walk-behind vibratory reversible plate compactor for the Maine Department of Transportation Fleet Services, with quotations due December 22, 2015 at 2:00 p.m. Eastern Standard Time through AdvantageME Vendor Self Service.
The equipment must be a gasoline-powered walk-behind unit with an 8-horsepower heavy-duty OHV four-stroke engine meeting CARB EPA emission standards. Required specifications include operating weight of 600–800 pounds, maximum width of 18 inches, compaction base plate of minimum 18 by 34 inches, minimum 10,000 pounds centrifugal force, and minimum 4,000 vibrations per minute. Delivery must occur Monday through Friday, 8:00 a.m. to 4:00 p.m., to the Maine Department of Transportation Fleet Services in Augusta. Successful bidders must provide two operator manuals, two shop repair manuals or CDs, and two parts manuals or CDs per unit, and must certify service facilities within 75 miles of five regional headquarters: Scarborough, Augusta, Dixfield, Bangor, and Caribou. Equipment must be ready for operation upon delivery.
The initial contract term runs January 4, 2016 through January 3, 2017, with two optional one-year renewal periods. Quotations must include unit pricing and delivery timeline. The state maintains net 30 payment terms and is exempt from federal, state, and local sales taxes. Bidders are encouraged to accept orders from political subdivisions and school districts at quoted prices.
Evaluation is based on best value, including equipment conformity to specifications, delivery dates, and for contracts valued over $100,000, economic impact factors such as salaries paid to Maine residents, payments to Maine-based subcontractors, and state and local tax payments. Liquidated damages of $100 per compactor per calendar day apply for delivery delays beyond negotiated schedules, except delays caused by acts of God or other uncontrollable circumstances.
