About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, is requesting quotations for one gasoline-powered, walk-behind vibratory reversible plate compactor on behalf of the Maine Department of Transportation, Fleet Services, with quotations due November 23, 2015 at 2:00 p.m. local time.

The compactor must meet detailed technical specifications: maximum width 18 inches, operating weight 600–800 pounds, base plate minimum 18 by 34 inches, centrifugal force at least 10,000 pounds, and vibration frequency minimum 4,000 vpm. The unit must be equipped with a heavy-duty OHV 4-stroke single-cylinder gasoline engine of minimum 8 horsepower meeting CARB EPA emission laws, variable hydraulic controls, and capable of forward and reverse travel at minimum 70 feet per minute.

The initial contract term runs December 1, 2015 through November 30, 2016, with three one-year renewal options available at the State's discretion, subject to continued funding and satisfactory performance. All quotations must be submitted through the State of Maine's Advantage VSS e-Procurement system with shipping costs included under FOB Destination terms to Maine DOT Fleet Services in Augusta, Maine. Pricing must exclude federal and Maine state sales and use taxes.

The State will evaluate bids on a best value basis, considering conformity with specifications, delivery dates, and for bids exceeding $100,000, economic impact factors including Maine resident salaries, Maine-based subcontractor payments, and state and local tax payments. The successful bidder must provide two operator manuals, two shop repair manuals or CDs, and two parts manuals per unit; maintain warranty and service facilities within 75 miles of five designated Maine DOT regional headquarters; and deliver equipment fully inspected, serviced, assembled, and ready for operation. Liquidated damages of $100 per compactor per calendar day apply for delivery delays beyond the negotiated schedule. The State pays net 30 upon receipt of accurate invoices.
