Respondents are evaluated on experience and qualifications (35 percent), financial capacity (20 percent), project approach and innovation (20 percent), team composition (20 percent), and community and economic benefits (5 percent). The site has completed Phase I and Phase II environmental assessments with no significant impacts identified, is platted into a single lot with clear title, and is located in a proposed Opportunity Zone with final designation expected by January 1, 2027. Respondents must be licensed in Texas and submit required certifications, insurance documentation, and financial statements.
