About this opportunity

The Commonwealth of Kentucky, Department of Corrections, Division of Correctional Industries, is soliciting proposals for personal service contract veterinary services at the Western Kentucky Correctional Farm in Fredonia, Kentucky through Request for Proposals (RFP 527 2400000504). The procurement seeks qualified veterinary service providers to deliver comprehensive livestock care services for a herd of registered and non-registered cattle, including onsite farm calls, office calls, prescription administration, corral work, surgical procedures, routine examinations, laboratory testing, necropsy services, artificial insemination assistance, and health certificates. Mandatory qualifications include possession of a valid Kentucky veterinary license and submission of three references from larger cattle service clients. Evaluation will be conducted on a 400-point scale comprising 100 points for technical qualifications, 200 points for cost proposals submitted as all-inclusive hourly rates, and up to 100 points for oral presentations if required, with the lowest-cost proposal receiving maximum cost points and remaining proposals scored proportionally. The procurement timeline includes written questions due by July 11, 2024, Commonwealth responses anticipated by July 16, 2024, and proposals due by 2:00 PM Eastern Time on July 24, 2024, with no offerors' conference scheduled. The anticipated initial contract term extends from September 1, 2024, through June 30, 2026, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval from the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.

Kentucky resident bidders and qualified bidders receive reciprocal preference equal to 20 and 15 percent of maximum points respectively. Contractors must register with Kentucky's eProcurement System (Vendor Self Service) and submit technical and cost proposals as separate sealed documents in Microsoft Word, Excel, or PDF format by the closing deadline. Contracts are not effective until approved by the Secretary of the Finance and Administration Cabinet and filed with the Legislative Research Commission Government Contract Review Committee.
