About this opportunity

The Commonwealth of Kentucky, Department of Corrections, Kentucky Correctional Industries, is soliciting veterinary services through a Request for Proposal to support cattle operations at the Western Kentucky Correctional Farm in Fredonia, Kentucky. The scope of services encompasses comprehensive on-site and office-based veterinary care including farm calls, examination and treatment of sick or injured cattle, surgical procedures, routine examinations with pregnancy checks, laboratory testing for conditions such as Johnes and Anaplasmosis, necropsy services, artificial insemination assistance, health certificates, prescription administration, and corral work. Vendors must hold current Kentucky veterinary medicine licensure and submit three references from larger cattle service clients as part of their technical proposal. The technical evaluation component is worth a maximum of 100 points and focuses on mandatory compliance with licensure requirements and reference submissions. The cost proposal, valued at 200 points, requires submission of an all-inclusive hourly rate covering veterinary services, travel, visits, and medicine administration, with the lowest-priced proposal receiving maximum points. Oral presentations may be required for the top two vendors and are worth up to 100 points. The RFP was released on April 15, 2024, with written questions due by 2:00 p.m. Eastern Time on April 22, 2024, and proposals due by 2:00 p.m. Eastern Time on May 6, 2024. The anticipated contract period is July 1, 2024, through June 30, 2026, with the Commonwealth retaining renewal rights for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.

Kentucky resident bidders are eligible for preference scoring of up to 20 percent of maximum points, while qualified bidders including Kentucky Correctional Industries, New Vision Industries, Inc., and certain nonprofit agencies serving individuals with severe disabilities are eligible for 15 percent preference scoring. All proposals must remain valid for six months following the May 6, 2024, proposal due date, and no contract award is effective until approved by the Secretary of the Finance and Administration Cabinet and filed with the Legislative Research Commission Government Contract Review Committee. Vendors must submit proposals electronically through Kentucky's Vendor Self Service System in three parts: a technical proposal, a cost proposal, and proprietary information. No offeror's conference is scheduled for this procurement. While specific contract award values or budget ranges are not disclosed in the RFP, the evaluation methodology emphasizing cost proposals at 200 points indicates price competitiveness will be a significant factor in the selection process.
