About this opportunity
The Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC), Division of Purchases, on behalf of the Division of Maintenance, is conducting a rebid procurement for vertical overhead concrete patching material to support maintenance operations in Elliott County. This Request for Bid (RFB) seeks five line items comprising regular concrete patching material (4 kits and 4 pallets), fine concrete patching material (12 kits and 12 pallets), and rapid hardening concrete patching material without aggregate (20 kits), with each kit containing one 40-50 pound bag of dry mixture and one gallon of liquid activator. The materials must meet stringent performance requirements, including rapid curing capability within 45 minutes or less, minimum compressive strength of 2,500 psi at 45 minutes, 5,000 psi at 24 hours, and 11,000 psi at 28 days, with a set time not exceeding 15 minutes; acceptable manufacturers are limited to MG Crete or IMCO products appearing on the Kentucky Transportation Cabinet/Division of Materials approved list or Phase V of the Kentucky Product Evaluation List. Evaluation will utilize a best-value ranking approach with price weighted at 95 points (lowest bidder receives maximum points) and delivery time weighted at 5 points (best delivery receives maximum points), with vendors required to specify concrete delivery time in calendar days from award. Written questions must be submitted by July 18, 2024, at 4:00 p.m., with responses issued by July 19, 2024, and electronic bids must be submitted through the Kentucky eProcurement system by July 30, 2024, at 1:30 p.m. Eastern Time, with an anticipated award date of August 5, 2024. The master agreement will have an initial contract period ending June 30, 2025, with four optional one-year renewal periods subject to written approval from both vendor and KYTC Division of Purchases, and a one percent daily penalty will be applied to invoices for each day delivery is delayed beyond the contracted due date unless delays result from factors outside the vendor's control.
This procurement includes set-aside designations and preferences for qualified bidders: Kentucky Correctional Industries may claim a 20 percent preference, Kentucky Industries for the Blind, nonprofit corporations furthering purposes of KRS Chapter 163, and qualified nonprofit agencies for individuals with severe disabilities may claim a 15 percent preference, all with proper documentation. Kentucky resident bidders may receive reciprocal preference equal to the preference given by the nonresident bidder's state of origin. Vendors must register in the Commonwealth's Vendor Self Service System and submit completed bid information online; company quote forms with alternative terms and conditions are discouraged and may result in bid rejection. Past vendor performance in the preceding 12 months may be considered, and vendors with poor performance records may be deemed non-responsible and ineligible for award. Pricing shall be submitted on an F.O.B. Destination Freight Prepaid and Allowed basis with unit costs and line totals entered in the online bidding system. This is a rebid of RFB 2400000751, and specific budget or award values have not been disclosed in the procurement documentation.
