About this opportunity

The Massachusetts Division of Marine Fisheries (MADMF) is seeking the services of up to eight commercial lobstermen and their vessels to bait, set, haul, and maintain MADMF-owned lobster traps for lobster population monitoring. The selected contractors will be required to meet specific vessel size, speed, and equipment requirements. The survey will take place over four months from June to September, with each contractor expected to complete 12-16 sea-days during this period. Bids are due by March 17, 2017, and contracts are expected to be awarded in mid-April 2017 with a start date in mid-May 2017. A maximum of five contracts will be awarded for work in NMFS Area 514 (LCMA 1) and a maximum of three contracts will be awarded for work in NMFS Areas 538 and 537 (LCMA 2). The contracts will not have a maximum obligation amount, and the contractor will be responsible for providing the necessary personnel, fuel, lubricants, dockage, bait, and other consumables.

This procurement is targeted to businesses participating in the Commonwealth's Small Business Purchasing Program (SBPP), with subcontracting limited to no more than 20% of the contract value unless it is with another SBPP-registered participant. If there is inadequate SBPP capacity or no SBPP-participating vendors submit a responsive bid, the Department will evaluate and award bids received from non-SBPP businesses. The procurement does not indicate any incumbent vendors or current contractors, and the available budget range is not specified.
