About this opportunity

The Massachusetts Division of Marine Fisheries is seeking the services of seven commercial lobstermen and their vessels to bait, set, haul, and maintain MADMF-owned lobster traps for lobster population monitoring. This is a 4-month contract from June to September, during which each contractor will be expected to complete 3 sea-days per month within a continuous 10-day period. Contractors will be compensated at a negotiated per-sea-day rate, which should include all costs associated with providing the vessel and services. A maximum of 5 contracts will be awarded in LCMA 1 (NMFS Area 514) and a maximum of 2 contracts will be awarded in LCMA 2 (NMFS Area 538). The deadline for quotes is April 1, 2021, and the estimated contract start date is mid-May 2021.

This is a small procurement targeted to businesses participating in the Commonwealth's Small Business Purchasing Program (SBPP). If there is inadequate SBPP capacity or no SBPP-participating vendors provide a responsive bid, the Department will evaluate and award bid responses received from non-SBPP businesses. The estimated value of the procurement is $150,000, but there are no maximum obligation amounts as this is a rate contract. There are no listed incumbent vendors or current contractors, and no existing infrastructure or technology that requires integration.
