About this opportunity
The Missouri Department of Social Services is requesting proposals for vending machine services across the Greater St. Louis and Southwest regions, with proposals due July 20, 2026 at 2:00 p.m. Central Time through MissouriBUYS. Amendment No. 02 extended the original closing date from June 30 to July 20, 2026.
The scope covers furnishing, installing, stocking, maintaining, servicing, repairing, and replacing automatic coin and credit card operated vending machines at state office buildings, federal office buildings, and roadside rest areas within the two regions. The Greater St. Louis region comprises 28 locations; the Southwest region comprises 14 locations. Machine types include bottle soda, can soda, snack, coffee, and cold food dispensers. Two new locations are identified: NGA at 2233 Cass Ave in St. Louis (capacity for up to nine machines) and USDA FSIS at 7654 Natural Bridge Road in Normandy. Current gross sales across all locations ranged from $237.70 to $131,746.35 for the highest-performing facility (Conway Roadside Rest Area) in fiscal year 2025.
Compensation is structured as a percentage commission of total net sales (gross sales less sales tax), with monthly payments due within 25 calendar days of each closing date to Lions Business Opportunities for the Missouri Blind. Historical commission rates range from 21% to 37% depending on region and facility type. Product pricing must be mutually agreed upon and remain competitive with local retail establishments, with written state agency approval required for price increases.
Contractors must demonstrate a minimum of five years of verifiable professional experience in comparable vending machine services. The contract period runs from contract execution through February 18, 2027. Security clearance for federal office buildings is required, as is evidence of insurance naming the state as an additional insured. E-Verify enrollment for work authorization and HIPAA Business Associate compliance are mandatory. The Division of Purchasing reserves the right to add or remove locations with 30 days' notice, terminate for convenience with 30 days' notice, or transition routes to a Blind Vending Manager if one becomes available.
