About this opportunity
The Missouri Department of Corrections is requesting bids for vending machine services at Tipton Correctional Center, a minimum-security facility housing 796 male offenders, under IFB DOC 0000000081SL, with bids due October 29, 2026 at 2:00 p.m. and facility tours available upon request with four days' notice. A Service-Disabled Veteran Business Enterprise (SDVE) certification offers a three-point preference bonus if applicable.
The scope includes provision, installation, and maintenance of all vending equipment: snack machines (minimum 20 large and 20 small slots), Energy Star–rated or energy-conservation–equipped beverage machines, cold food machines, change machines, microwaves, and condiment bars. The vendor must stock approved products only with limited vendor's choice options and provide trained repair personnel available within one working day. All machines must accept bills, coins, and credit/debit cards (permitted $0.10 processing fee) and include non-resettable meters for audit purposes. The contractor is responsible for equipment maintenance, wireless network hardware and software for credit/debit card transactions, product delivery and stocking, and all federal, state, and local taxes.
The contract term runs December 1, 2026 through November 30, 2027, with two optional 12-month renewal periods at the Department's discretion. Compensation is a firm fixed commission rate percentage of gross sales, with estimated annual gross sales at TCC averaging $57,855. Commission payments are due by the 15th of each month via check or money order; for machines in the offender visiting room, 60 percent goes to the Canteen Fund and 40 percent to the TCC Personnel Club. The Department reserves the right to increase or decrease delivery frequency and machine quantity.
The vendor must maintain general liability insurance, pass background checks, and comply with all Department policies including zero-tolerance sexual misconduct policies. Bids must be submitted electronically through MissouriBUYS. Contact Craig Lee at craig.lee@doc.mo.gov or (573) 526-0591 with inquiries.
