About this opportunity
The Missouri Department of Corrections is soliciting bids through IFB DOC PROB & PAROLE 0000000004SL for vending machine services at the Transition Center of Kansas City, with electronic submissions via MissouriBUYS due by 2:00 p.m. on November 30, 2026. Service-disabled veteran business enterprise (SDVE) vendors certified by OEO as of the bid opening date receive a three-point preference bonus.
The contractor must provide, install, and maintain snack, beverage, cold food, frozen food, coffee, and change machines at this 150-bed male offender facility. Snack machines require at least 20 large and 20 small slots unless pre-approved otherwise. Machines must accept bills (minimum $1.00), coins, and credit or debit cards, and an optional $0.10 card processing fee is permitted. Beverage machines must be Energy Star rated or equipped with energy conservation devices. The coffee machine requires non-dairy creamer, sugar, sugar substitute, and stirrers. Products must come from the Approved Products list, except for up to two Vendor's Choice slots per snack machine and one per cold food machine. Energy drinks are prohibited. Repair personnel must be available within one working day, and products must be stocked six days per week as needed. Contractors and employees must be at least 18 years old and cannot be under active federal or state felony supervision without written division director approval. Background checks run through the Missouri Uniform Law Enforcement System (MULES), and the contractor must hold all permits and licenses and carry adequate liability insurance.
The contractor pays a firm fixed commission as a percentage of gross sales. Estimated monthly gross sales at the facility average approximately $17,385.70, but future sales are not guaranteed. Commissions split 60 percent to the Canteen Fund and 40 percent to the TCKC Personnel Club, due by the 15th of each month with detailed sales reports by machine and product. The contract period runs January 20, 2027, through January 19, 2028, with two optional 12-month renewals at the Department's discretion. The current contract holder operates under contract number Y23708532.
Vendors may tour the facility by contacting Quantaline Thomas at least four days before the desired date. Tours are not mandatory but are strongly encouraged.
