About this opportunity
Halifax Health, a special taxing district hospital operating three inpatient facilities with 673 combined beds in Daytona Beach, Florida, is issuing an Invitation to Bid (ITB) for the procurement of a Vein Finder System for HMC Oncology. The vein finder equipment uses ultrasound technology to assist in drawing blood and placing intravenous lines in patients with compromised tissues and vessels due to chemotherapy or radiation treatments. The solicitation requests bids for four specific line items: a BD Prevue II console with DICOM connectivity software, a Prevue II linear detachable probe, a roll stand with mounting brackets, and a VATA bifurcated vein block. All pricing must be submitted on the Price Response Sheet and must include product cost, hardware, warranty, training, service maintenance if applicable, and freight and handling. Warranty coverage must be a minimum of twelve months from the in-service date, including all parts, labor, and travel, or the manufacturer's standard warranty, whichever is greater. The deadline for submitting written questions is March 3, 2026 at 12:00 PM EST, with bids due by March 9, 2026 at 12:00 PM EST; the anticipated notice of intent to award will be posted on March 16, 2026. Bidders must be authorized distributors and must provide references from work within the past three years of similar scope, with award made to the lowest responsive and responsible bidder that is technically acceptable and represents the best overall value to Halifax Health. All bids must be submitted electronically through the Halifax Health Procurement Portal at halifaxhealth.bonfirehub.com, with no hardcopy, email, or facsimile submissions accepted.
The contract is subject to multiple statutory compliance requirements and vendor certifications that restrict certain organizations from bidding. Vendors must complete and submit sworn certifications attesting to non-involvement in public entity crimes within the past 36 months, non-use of coercion for labor or services as defined under Florida law, absence from the Scrutinized Companies that Boycott Israel List and lists related to Cuba, Syria, Sudan, and Iran petroleum activities, and non-ownership by or control by the government of a Foreign Country of Concern. Additionally, vendors must certify tax compliance with the Florida Department of Revenue, receipt of complete bid documents, non-engagement in collusion or unethical practices, and compliance with all federal, state, and local employment laws and regulations. The contract term is one year from the date the Notice of Intent to Award is posted, with automatic renewal for two additional one-year periods unless terminated by either party with 30 days' notice. Delivery is specified as F.O.B. destination, prepaid and allowed, to be made within approximately 20 days of order receipt to the main warehouse location at 303 N. Clyde Morris Boulevard, Daytona Beach, Florida 32114, with payment due net 45 days after acceptance of items in accordance with Florida's Prompt Payment Act. No specific budget range or award value is disclosed in the procurement documents; Halifax Health reserves the right to terminate any contract if a vendor submits false certification or is subsequently placed on any restricted list.
