About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services is requesting quotations to establish master agreement contracts for vehicle purchases by state agencies and authorized municipal entities, with quotations due September 24, 2026 at 4:00 p.m. Eastern Standard Time. Maine has a statutory preference for plug-in hybrid electric vehicles (PHEV), battery electric vehicles (BEV), and zero-emission alternatives to support goals of 50% zero-emission or plug-in hybrid acquisitions by 2025 and 100% by 2030; internal combustion engine (ICE) vehicles are permitted only for Class 352 and cargo van categories.

The RFQ seeks pricing across multiple vehicle classes: Class 200 (sub-compact pickup trucks in the Ford Maverick style with crew cab, four-wheel or all-wheel drive, minimum four-foot bed, and factory-installed towing package); Class 224 (compact 4x4 pickup trucks with crew cab, off-road capability, and towing package); and Class 352 (full-size vans with medium to high roof, cargo configuration, and prisoner-transport insert accommodation). Vendors may submit multiple bids with different engine and transmission configurations. Estimated quantities are unknown for all classes.

Quotations must be submitted through the State of Maine's Vendor Self Service (VSS) system. The initial contract term runs October 1, 2026 through September 30, 2027, with four optional one-year extension periods through September 30, 2031. Multiple awards may be made for the same item category. All pricing must be FOB Destination with shipping included, below manufacturer's suggested retail price, and must include available government incentives and rebates. Prices remain firm for a minimum of one year; adjustments are permitted with 60 days' notice and supporting manufacturer documentation. Award decisions will be based on best value criteria including fuel economy over 100,000 miles, life cycle costing, base unit pricing, color and optional equipment surcharges, and delivery timeframes. Vehicles must be new models of the lowest trim line, delivered with minimum mileage, valid state inspection stickers, two sets of keys, window stickers, certificate of origin, and completed invoices with VIN information.
