About this opportunity

The California Department of Transportation (Caltrans) is seeking a qualified contractor to provide a comprehensive Security Credential Management System (SCMS) and Public Key Infrastructure (PKI) services to support vehicle-to-everything (V2X) communication in the state. The SCMS solution must include features such as SCMS signing, misbehavior detection, and an elector system for authorizing root and certificate authorities. The projected deployment includes 181 roadside units (RSUs) and 20 onboard units (OBUs) in Year 1, growing to 610 RSUs and 40 OBUs by Year 3. Caltrans is requesting a turnkey SCMS solution to securely generate and distribute security certificates to the RSUs and OBUs used for V2X communication. Responses to this Request for Quote (RFQ) are due by September 9, 2024, and Caltrans intends to award the contract on September 19, 2024.

Caltrans is encouraging participation from certified small businesses, microbusinesses, and disabled veteran business enterprises, and these preferences may apply. The contract will be awarded to the lowest responsive and responsible bidder on an "All or None" basis. Caltrans is also requesting pricing for the SCMS services over the 3-year contract period. The successful bidder must complete the General Artificial Intelligence (GenAI) Disclosure & Factsheet form as part of the contract.

Opportunity text

Traffic Operations has deployed Vehicle-to-infrastructure (V2I) communication hardware including Roadside Units (RSUs) along freeways and at traffic signal intersections to implement US Department of Transportation (USDOT) goal of deploying vehicle-to-everything (V2X) technology, which enables vehicles to communicate with each other, with other road users such as pedestrians and cyclists, and with roadside infrastructure. Deployment of such devices requires a secure mechanism to transmit and receive information from vehicles to execute security and mobility Connected & Automated Vehicle (CAV) use cases. Security Credential Management System (SCMS) serves as a comprehensive security solution enabling encrypted and authenticated communication between between vehicles and infrastructure (V2I) via a Public Key Infrastructure (PK I) framework to authenticate and verify messages.
