About this opportunity
Cecil County Fleet Department is soliciting proposals for a comprehensive turnkey GPS tracking and fleet management system covering approximately 200+ vehicles and equipment across nine county departments, with proposals due March 26, 2026, and questions due February 27, 2026, under RFP 27-008.
The scope encompasses real-time GPS hardware with 10-second latency, 4G/LTE communication, OBD-II port interfaces, and environmental durability rated -40°F to 150°F; web-based software with real-time mapping, multi-department vehicle grouping, custom polygon and circle geofencing, driver behavior monitoring (speeding, harsh braking/acceleration, idling), and 12-month data retention in exportable formats (CSV, XLSX, JSON, PDF); 24/7 support availability; and specialized subsystems including dashcam integration with inward and outward-facing cameras for 26 transit vehicles, snow plow route decay visualization for approximately 75 plow vehicles and equipment in the Department of Public Works, and portable GPS units for 30 subcontractor plow vehicles. The fleet spans Roads (70+ units including dump trucks, tractors, loaders), Transit (25+ units including fixed-route buses and paratransit vehicles), Wastewater (15 units), Solid Waste (17 units), Engineering and Construction (8 units), and smaller allocations across Animal Services, Stormwater Management, Parks and Recreation, and the Office of Director. Vehicle ages range from 2006 to 2025 model years.
The contract term runs July 1, 2026, through June 30, 2027, with four optional one-year renewal periods through June 30, 2031, subject to budget appropriation and mutual agreement. Proposals must include monthly and annual cost structures with transition costs itemized separately, customer references from at least five current clients, and demonstration of prior GPS fleet management experience. The County reserves the right to select the four highest-scoring proposers for presentations and will award based on best value, not lowest price alone. Proposals must remain valid 180 days from closing. Insurance requirements include Commercial General Liability at $1 million per occurrence/$3 million aggregate and Business Auto Liability at $1 million per occurrence. A 0% DBE participation goal applies. Submissions must comply with Federal Transit Administration regulations.
