About this opportunity

The County of Orange, OC Public Works, is issuing an Invitation for Bid (IFB-080-2909801-RN) for Vehicle Battery and Various Supplies on an as-needed basis to support fleet operations across three delivery locations in Orange and Santa Ana, California. The procurement requires qualified vendors to provide 32 battery models spanning various voltage ratings and applications, including golf cart, marine, deep-cycle, and forklift batteries, along with miscellaneous supplies. Contractors must demonstrate specific knowledge of multiple battery brands, maintain adequate inventory for common items, provide on-call delivery within two hours or less for in-stock items, offer overnight delivery capability for special request supplies, and provide will-call pickup options and parts matching services on demand. The initial contract term is five calendar years, effective April 20, 2026, with a maximum contract value not to exceed $250,000. Bids must be submitted electronically through the County's eProcurement Portal by March 25, 2026, at 2:00 PM, with all questions or requests for clarification due by March 11, 2026, at 2:00 PM. Award will be based on the lowest responsive, responsible bid, with bid prices remaining firm for the entire contract term and all price decreases automatically extending to the County; no price increases are permitted during the first year, and subsequent adjustments require 180 days' advance written notice with documented proof of cost increases.

The solicitation includes incentive provisions for disadvantaged enterprises, offering a five percent bid price deduction for Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certified bidders, with an eight percent deduction for businesses certified as both OCLSB and DVBE, subject to a maximum allowable preference deduction of $100,000. Upon contract award, successful bidders must submit certificates of insurance, a current W-9 Form or appropriate out-of-state tax documentation, and a valid DUNS number within seven days, and must be able to maintain parts returns for full credit. Pricing is structured as firm fixed-fee with list prices and discounted prices for each battery model and miscellaneous items, with contractors required to guarantee that quoted prices are equal to or less than those offered to other local, state, or federal government entities. The County retains the right to audit contractor records for three years after final payment, and the contract may be extended to other governmental and nonprofit organizations at the contractor's option, subject to a two percent administrative rebate on total subordinate contract sales payable to the County through Pavilion, a third-party administrator. Labor and Material Payment Bonds and Faithful Performance Bonds are required, with bond penal sums no less than the estimated contract amount and corporate signatories required to comply with California Corporations Code Section 313.
