About this opportunity

The New York State Department of Environmental Conservation is soliciting proposals for vegetative surveys of the Saratoga Sandplains Wildlife Management Area, with proposals due November 18, 2026. No MWBE contracting goal applies to this procurement.

The scope encompasses surveys documenting current habitat conditions in a wildlife management area managed to benefit endangered Karner blue butterfly and threatened frosted elfin butterfly populations. The Department has conducted restoration of early successional stage habitat and planted wild blue lupine, grasses, and other vegetation to sustain butterfly populations. Surveys must assess key habitat components to confirm habitat quality sustains butterfly populations at levels supporting recovery goals, and must quantify problem vegetation including invasive species requiring control.

No incumbent has held an identical or substantially similar contract within the past five years. The source does not disclose estimated contract value, contract term, evaluation criteria, or a pre-bid meeting date. Questions should be directed to the Department's primary contact as specified in the solicitation.

Opportunity text

The New York State Department of Environmental Conservation (Department or DEC) requires vegetative surveys to be conducted in the Saratoga Sandplains Wildlife Management Area to document current habitat conditions. Management to benefit the endangered Karner blue butterfly and threatened frosted elfin butterfly has entailed restoration of early successional stage habitat and planting of wild blue lupine, grasses, and other vegetation that will sustain the populations going into the future. This habitat by its nature requires removal or suppression of species that would crowd out the desired species. Surveys of the butterflies indicate that the habitat has been colonized. It is necessary to survey key components of the habitat to be sure the quality of the habitat can sustain the populations of the butterflies at a level that will maintain recovery goals. It is also necessary to quantify problem vegetation such as invasive species that require control. Offerors shall adhere to the NYS Department of Environmental Conservation Guidelines Regarding Permissible Contacts During a Procurement and the Prohibition of Inappropriate Lobbying Influence. All correspondence and/or questions relating to this procurement should be directed to the Department's primary contact. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None Minority / Women Business Enterprise contracting goals (MWBE) Total MWBE Goals: 0.00%
