About this opportunity
The Napa County Flood Control and Water Conservation District is requesting proposals for vegetation monitoring survey and reporting services related to the Napa River Flood Protection Project, with proposals due November 12, 2026. A local-vendor preference applies to firms with billing addresses within Napa County when qualifications are determined equal.
The scope encompasses comprehensive vegetation survey of restoration areas across two scales: aerial photo interpretation (6 inch or better resolution) to assess habitat types and their aerial extent, and ground-truthing within the survey area to verify habitat boundaries and document floristic composition across seventeen vegetation monitoring transects and approximately 190 sample plots recorded as GPS and GIS features. The selected firm will analyze changes over time in biological, chemical, and physical conditions, measure performance against restoration goals as defined in the Project Mitigation and Monitoring Plan, and document findings in a monitoring report. The District will provide supporting data from prior 2017 and 2022 vegetation monitoring reports and additional historical data maintained for the monitoring area.
Evaluation is weighted as follows: Company History and Background (10 points), Company Experience, Qualifications, and Scope of Work (50 points), and Pricing Information/Structure (40 points). The District will award on a best-value basis. Proposers must submit an overall project budget with hourly rate sheets for the primary consultant and any sub-consultants through the County's e-Procurement Portal.
The District's standard Professional Services Agreement applies, requiring comprehensive insurance (general liability $2 million minimum, professional liability $2 million minimum, automobile liability $1 million minimum) and compliance with ADA accessibility and WCAG 2.1 Level AA standards. Questions are due October 22, 2026 at 4:00 p.m.; question responses are due October 30, 2026 at 4:00 p.m. No specific contract term or renewal options are identified.
Opportunity text
The Napa County Flood Control and Water Conservation District (District) is requesting proposals from qualified firms to conduct a comprehensive vegetation survey of restoration areas related to the Napa River Flood Protection Project (Project). Data collected from the survey will be documented in a monitoring report that should analyze the change over time in biological, chemical, and physical conditions within the survey area (Figure 1) as defined in the most recent monitoring report (Rincon, 2022) and the Project Mitigation and Monitoring Plan (MMP). The 2017 and 2022 vegetation monitoring reports, as well as the MMP, are included as attachments.
Vegetation monitoring indicators, as described in the monitoring reports and MMP, are measurable parameters that define the biological, chemical, or physical conditions or processes of a site. These parameters are measured at two scales: One (1) aerial photo (6 inch or better) interpretation to initially assess the types and aerial extent of habitat types, and two (2) ground-truthing within the survey area to verify and/or modify the boundaries of habitat types and document floristic composition and ecological parameters at seventeen (17) vegetation monitoring transects (includes new transects added at Napa Creek and a reference wetland) and approximately one hundred ninety (190) sample plots (recorded as both GPS and GIS features) within the survey area. Monitoring indicators will be used to gauge the biological and chemical responses to the physical habitat modifications as well as performance standards and restoration goals. See the attached documents for additional details. Supporting data from previous reports and additional data the District maintains relevant to the monitoring area will also be made available to the selected firm.
