About this opportunity
The Texas Military Department is requesting bids on vegetation community planning level surveys at four training center locations—Camp Bowie (8,931 acres), Camp Maxey (6,424 acres), Camp Swift (11,000 acres), and Fort Wolters (3,989 acres)—under IFB TMD26-ENV-0045087, with bids due September 26, 2026 at 1:00 p.m. CST.
Respondents must demonstrate a minimum of five years of experience conducting vegetation surveys and submit references, key staffing profiles, and resumes. The scope requires Geographic Information System (GIS) data collection and vegetation community delineation at all four sites to provide updated baseline vegetation information for management and monitoring decisions; the last comprehensive surveys were conducted in 2012. All four sites have experienced significant disturbance through wildfire burns ranging from 3,700 to 17,000 acres and vegetation management activities ranging from 900 to 1,800 acres.
The contract term is 12 months from the effective date in the Notice of Award, with an option to extend beyond the initial end date at no cost upon mutual written agreement. Pricing must be submitted on a firm fixed-price, as-needed basis with no minimum compensation guaranteed on the mandatory pricing sheet (Attachment G.3). Contractors must provide all costs, fees, licenses, and expenses within their bid; no payments will be approved or made prior to TMD's acceptance of deliverables.
Contractors must obtain required insurance coverage within five business days of Notice of Award, including Workers' Compensation, Commercial General Liability ($1,000,000 each occurrence / $2,000,000 aggregate), Automobile Liability ($500,000 combined single limit), Professional Liability ($1,000,000 per occurrence / $2,000,000 annual aggregate), and Umbrella/Excess Liability ($1,000,000 per occurrence). Field work may be conducted on non-work days with prior TMD Project Manager approval. TMD reserves the right to increase or decrease quantities, survey times, acreage, and technical specifications at its discretion depending on proposal results and budget constraints. Bids are submitted via email to procurement@military.texas.gov and Dario.thomas@military.texas.gov.
