Scope includes removal of up to three existing restroom facilities, construction of up to three new double precast concrete vault restrooms, and on-site delivery, excavation, offloading, and placement at each location. The prevailing wage requirement applies if contract value reaches $100,000 or more. For contracts exceeding $1,000,000, bidders committing to at least ten percent apprenticeship labor hours receive a one percent bid price reduction. Build America, Buy America requirements apply, requiring domestic sourcing for iron, steel, and most manufactured products, with Wyoming labor employed exclusively unless unavailable or unqualified.

Bids valued at or above $150,000 require a bid deposit of ten percent as a bid bond, cashier's check, or certified check payable to the State of Wyoming. The successful bidder must furnish a Performance and Payment Bond equal to 100 percent of the accepted bid within twenty days of award. Bids remain valid for 180 days from closing. Questions are due May 13, 2026 at 1:00 p.m., with answers posted by May 20 at 3:00 p.m. Tentative award is June 4, 2026, with work estimated to begin September 1, 2026 and project completion by June 30, 2027.
