About this opportunity
The State of California Military Department, Office of the Adjutant General, is seeking a qualified contractor for vault door lock replacement services across three armory locations: Santa Ana, Orange, and Fullerton. This Invitation for Bid (IFB) Event #37190 requires a prime contractor with a C-28 Lock and Security Equipment Contractor license and GSA Certification in the DoD Lock Program to replace existing combination dials and locking devices on GSA vault doors. The project involves furnishing all necessary labor, equipment, materials, permits, and fees to remove current locking mechanisms and install new combination dial and locking devices that meet Department of Defense standards. Prospective bidders must schedule a mandatory site visit by contacting CPT Andrew Hernandez and SSG Javier Hernandez, with all questions to be submitted to Nicole Jackson by 4:00 PM on November 19, 2025. The bid opening is scheduled for December 3, 2025, at 2:00 PM, with bids to be submitted via email to PWC@cmd.ca.gov. The contract allows 180 calendar days for completion, with the performance start date within 7 days of receiving the fully executed contract and Notice to Proceed.
Small Businesses and Disabled Veteran Business Enterprises will receive preference consideration, with the contract to be awarded to the lowest responsive bid from a qualified, responsible bidder. The procurement requires the prime contractor to self-perform at least 20 percent of the total work. Financial requirements include a bid bond of at least 10 percent for contracts exceeding $25,000, a performance bond of 100 percent for contracts over $10,000, and a payment bond of 100 percent for contracts exceeding $25,000. Insurance requirements include $1,000,000 general liability per occurrence, $2,000,000 aggregate liability, $1,000,000 combined single limit automobile liability, and statutory workers' compensation coverage. Progress payments are limited to 95 percent of completed work value, with liquidated damages assessed at $1,360 per calendar day for project delays. While no specific budget range is explicitly stated, the comprehensive bonding and insurance requirements suggest a substantial project value for this vault door lock replacement initiative.
