About this opportunity
The City of Salisbury, Maryland Department of Procurement is requesting bids on various water treatment chemicals to support municipal potable and wastewater treatment operations under ITB A-27-105, with bids due November 11, 2026. Questions must be submitted through PlanetBids at least seven days prior to bid opening.
The scope covers twelve months of supplies including chlorine (150 lb. cylinders, approximately one delivery per week with three to five cylinders per delivery), sodium hydroxide 25% (approximately 4,500 gallons every 7–14 days), hydrofluorosilicic acid, sodium hypochlorite 12% (approximately 400 gallons in bulk with 5-gallon drums 15–30 times annually), drinking water grade hydrated lime (25–30 50-lb. bags monthly), calcium oxide, glycerin-based carbon source, and ferric chloride solution 38%–42%. All chemicals except hydrated lime must comply with specified pollutant limitations including arsenic (1 ppb maximum), cadmium (5 ppb), lead (2 ppb), and mercury (1 ppb). Deliveries are made to three City locations: Municipal Water Plant-Scenic Drive, Municipal Water Plant-East Main Street, and Wastewater Treatment Plant-Marine Road. The vendor must deliver within 48 hours of notification during normal business hours (8:00 a.m. to 2:00 p.m., Monday through Friday) and provide advance shipping notices at least 24 hours prior. Tank trucks must meet ICC standards with compatible unloading connections and tank-mounted emergency shut-off valves. Vendors must provide Safety Data Sheets, identify their chemical supplier or certify as sole supplier, and maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Commercial Automobile insurance of $1,000,000 combined single limit, and Worker's Compensation insurance per Maryland law.
The contract term is twelve months from award, with the City reserving the right to extend three months for transition and renew all or portions for four one-year terms based on mutual agreement. Bid prices must include all transportation costs and be submitted electronically through PlanetBids. Payment is made upon receipt of certified invoices; billing for sodium hydroxide is based on dry weight content using a specified formula. Price escalation adjustments require satisfactory evidence of primary supplier increases and Director of Procurement approval; primary supplier decreases must be passed through to the City.
