About this opportunity

The San Francisco Public Utilities Commission is soliciting construction bids under project WW-796 to rehabilitate existing large diameter brick sewers, with a pre-bid conference on November 2, 2026 at 11:00 AM and bids due November 19, 2026 at 2:00 PM. The procurement carries a 10.00% Local Business Enterprise subcontracting requirement that only CMD-certified San Francisco Micro and Small-LBEs can satisfy. PUC-LBEs and prime or joint venture LBE participation do not count toward it.

The scope is cured-in-place-liner (CIPL) rehabilitation at various San Francisco locations, plus ancillary manhole coordination and sewer lateral connections. CIPL work comprises more than half of the engineer's estimate. Subcontracting opportunities include saw-cutting, paving, excavation, traffic control, and concrete work. Bidders must hold a Class A California Contractors License, and all subcontractors must hold active licenses for their respective scopes. Bidders must complete the SFPUC Safety Prequalification Web Form at least three weeks before bid opening.

The estimated project cost is $21.517 million. Bid discounts may apply under San Francisco Administrative Code Chapter 14B. The LBE threshold sits below 20% because only two firms have historically bid on comparable CIPL projects. Bidders that exceed the LBE requirement by at least 35% are exempt from submitting Good Faith efforts documentation on CMD Form 2B; all other bidders must submit it.

Pre-bid attendance by teleconference is optional but encouraged. Electronic bidding forms are available from QBD@sfwater.org and require a completed Confidentiality Agreement before distribution.

Opportunity text

The objective of the project is to rehabilitate existing large diameter brick sewers. The work is to be performed in San Francisco, California. Bid discounts may be applied in accordance with San Francisco Administrative Code Chapter 14B - Rules and Regulations, and Section 2.01 of CMD Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 10.00%. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro and Small-LBEs. The LBE subcontracting participation requirement is set below 20% because the contract is predominantly composed of cured-in-place-liner (CIPL)rehabilitation work, a highly specialized scope that can only be performed by qualified subcontractors. Historically, only two firms have bid on comparable CIPL projects, indicating a very limited subcontractor pool. Since CIPL work accounts for more than half of the engineer's estimateand the remaining tasks, including manhole coordination and sewer lateral connections, are dependent on this specialty workthe subcontracting opportunities are limited. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s)
