About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is soliciting bids for various coffee products for the Corpus Christi State Supported Living Center under IFB HHS0018119, with bids due November 5, 2026 at 10:30 a.m. Central Time. Questions were due October 23, 2026; responses to questions posted as an addendum on October 26, 2026.
The scope comprises three line items: Folgers Special Reserve in 2/2 liter cases, Folgers Special Reserve in 2/1.25 liter cases, and Folgers Columbian Decaf in 2/1.25 liter cases, each with an estimated annual quantity of one case. Bidders must submit firm, fixed prices on the provided Pricing Sheet (Exhibit C) on an F.O.B. Destination basis with freight prepaid and included, or show exact delivery costs and terms. Delivery is expected within seven days after receipt of order. Vendors are required to be in close proximity to the Corpus Christi facility.
Historical spend for similar goods is $50,000 for the period September 1, 2025 through August 31, 2026, provided as a guideline only and not guaranteeing volume or compensation. The initial contract term runs from October 8, 2026 through August 31, 2027, with HHSC exercising sole discretion to extend for up to one additional year. Both HHSC and the Department of State Health Services are entitled to use any awarded contract.
Evaluation criteria are meeting or exceeding specifications, ability to meet delivery requirements, and price, with awards made to the bidder providing best value rather than necessarily lowest price. Submission of a HUB Subcontracting Plan is encouraged but not required. Bidders with unfavorable vendor performance reports, current corrective action plans, repeated negative performance reports, or cancelled contracts for non-performance in the previous 12 months may be rejected. Price adjustments are permitted only at HHSC's discretion and must correlate with Consumer Price Index using specified formulas or Federal Minimum Wage Rate increases; bidders may offer price decreases at any time. All awards are contingent upon HHSC Executive Commissioner approval.
