Vendors must be registered with the North Carolina Secretary of State and listed as an approved resource on the NCDOT approved products list; all aggregate producers and quarry or pit facilities must comply with the Mining Act of 1971.
The scope includes six aggregate product lines totaling approximately 12,400 tons: 5,000 tons of No. 57 granite aggregate, 10,000 tons of ABC granite aggregate, 500 tons of Class 2 rip rap, 1,500 tons of Class B stone (5"–12" granite), 200 tons of 1-S sand, and 200 tons of 2-S natural sand. All material must conform to sections 1005, 1008, 1010, and 1012 of NCDOT Standard Specifications for Roads and Structures. Delivery is required within 20 consecutive calendar days of order receipt to 803 Grimes Road, Washington, North Carolina, Monday through Friday between 8:00 AM and 3:30 PM. Pricing must be submitted on the completed Pricing Form and constitute the total cost to the State on a free-on-board destination basis, including all transportation, delivery, handling, and administrative fees.
The initial contract term is one year from the effective date of final execution, with the State reserving the right to extend with vendor concurrence. Bid prices must remain firm for 180 consecutive days from the contract effective date. Award will be made to the responsive bid offering the lowest price that meets specifications; the State reserves the right to award to separate vendors for individual line items or cancel the solicitation. Vendors must complete Attachments F (Location of Workers Utilized), G (Certification of Financial Condition), and H (Producer/Supplier Quarry or Pit Facility information) and maintain adequate insurance coverage for contracts up to $1 million. Questions are due July 30, 2026 at 12:30 PM, with NCDOT responding by August 5, 2026. Public bid opening will be conducted via Microsoft Teams conference call.
