About this opportunity

The City of Philadelphia is soliciting quotes for a variety of promotional items for departmental use under a micro purchase contract with quotes due October 23, 2026. This is a requirements or firm-limit delivery contract structured as a micro purchase with a maximum contract value of $45,000 (adjusted annually by CPI-U from January 1, 2020, rounded to the nearest thousand) and a contract term not to exceed 365 days from the purchase-order effective date.

The promotional items include custom-branded chargers, flashlights, hand sanitizer, chip clips, pens, bags, and umbrellas, each with detailed technical specifications for charging capacity, durability, efficacy, material composition, and state branding placement. Vendors must meet all stated specifications and comply with applicable safety and environmental standards. Alternate products of equal quality and performance are permitted if complete descriptions are submitted with the quote.

All products must be delivered FOB Destination Point at net prices exclusive of federal excise, transportation, and Pennsylvania Sales and Use Taxes. Award will be made to the lowest, responsible, responsive seller; the City retains the right to reject any or all quotes, accept from multiple sellers, or accept quotes on a subset of items. Late quotes will be considered only if they are the sole response and in the City's best interest.

Vendors must submit quotes electronically through PHLContracts with a duly executed Consent and Authorization Agreement. Required insurance includes Workers' Compensation at statutory limits, General Liability with a minimum of $500,000 per occurrence, and Automobile Liability at $300,000 per occurrence. Vendors must certify compliance with nondiscrimination, tax, and ethics requirements, and confirm no current indebtedness to the City of Philadelphia for delinquent taxes, liens, judgments, or other debts without an established payment plan. Submission of an optional LGBTQ Applicant Opportunity Data Form is voluntary and supports the City's diversity and inclusion tracking efforts.
