About this opportunity
The California Department of General Services, Real Estate Services Division is requesting qualifications for comprehensive engineering and design services for Van Sickle Park Phase III in South Lake Tahoe, with statements of qualifications due July 17, 2026 at 5:00 p.m. The selected firm's team must include a California-licensed Professional Engineer, a Registered Professional Forester, and a licensed Landscape Architect — core capability filters for this project.
The scope spans civil engineering, real estate easement acquisition (including legal descriptions, appraisals, and negotiations), landscape architecture, forestry, geotechnical testing, surveying, wetland delineation, wayfinding and interpretive signage development, environmental permitting, CEQA compliance (including Mitigation Monitoring and Reporting Program implementation and Stormwater Pollution Prevention Plan development), construction monitoring, and public outreach. The project will deliver ADA-compliant Class 1 asphalt trails, prefabricated concrete boardwalks, stabilized natural surface trails, public gathering areas, automobile and bicycle parking, stormwater and snow storage facilities, lighting, electrical outlets, potable water stations, and waste management stations. Extensive tree removal and forest health evaluation are required to address wildfire risk and human safety in a high-elevation environment subject to freeze-thaw and heavy snow conditions.
The estimated construction cost is $5 million with a 36-month contract duration. All contractors and subcontractors must register as California public works contractors and comply with prevailing wage requirements under Labor Code Section 1774. The State retains 10 percent on all progress payments. Evaluation criteria include firm and principal experience, key personnel qualifications, resource availability, ability to coordinate with multiple governmental entities and utilities, problem-solving capability, and expertise in cost estimating, scheduling, value engineering, and recreational construction in alpine conditions. The process includes written submission, oral interviews for approximately three shortlisted firms, and fee proposal negotiation with the selected firm. The contract is subject to California Civil Rights Laws, the Darfur Contracting Act, the Iran Contracting Act, and Executive Order N-6-22 Russia Sanctions. Statements of qualifications must be submitted electronically in PDF format to a DGS Box.com portal.
