About this opportunity
The City of Phoenix Water Services Department is soliciting sealed bids for a five-year contract to provide valves, parts, accessories, and repair services, commencing on or about June 1, 2026. The procurement, identified as IFB-26-0134, seeks qualified contractors to supply valves from manufacturers such as Ames, Apco, Apollo, ARI, Asahi, Asco, AWWA, Badger Meter, ClaVal, Clayton, Clow, Dezurik, Kennedy Valves, and Mueller. The solicitation is divided into two groups: Group 1 includes 27 line items for various valve types including gate valves, resilient wedge valves, pressure reducing valves, air release valves, check valves, butterfly valves, ball valves, and speed control valves, with quantities ranging from 2 to 246 units; Group 2 contains 12 line items for ASCO solenoid and safety valves with quantities ranging from 3 to 37 units. Contractors must submit pricing as a percentage discount off manufacturers' published price lists, with discounts remaining firm for the entire contract period. Key requirements include maintaining sufficient inventory with parts available within 72 hours, providing Saturday delivery service, and offering a minimum one-year warranty on all equipment. The pre-offer conference is scheduled for January 23, 2026, at 10:00 a.m. via WebEx, with written inquiries due by January 28, 2026, at 2:00 p.m., and sealed offers due by February 4, 2026, at 2:00 p.m.
The contract includes significant Disadvantaged Business Enterprise (DBE) and Small Business Participation requirements mandated by Federal Transit Administration regulations. Contractors must demonstrate good faith efforts in promoting participation of DBE and small business firms, utilizing the Arizona UTRACS database to identify eligible suppliers, and maintaining detailed documentation of DBE and small business participation. Contractors are required to submit an initial Small Business Participation Plan within 30 days of award and annual updates thereafter, tracking and reporting participation through the City's Certification and Compliance System. The solicitation requires contractors to have been in operation for a minimum of five years with relevant business activity and to be registered in the City's Procurement Portal and procurePHX Self-Registration System. Contractors must provide commercial general liability insurance with $2,000,000 aggregate limits and submit certificates within 14 days of award notification. While specific contract value is not disclosed, the comprehensive requirements and five-year term suggest a substantial procurement opportunity for valve and related equipment suppliers serving the Phoenix metropolitan area.
