About this opportunity
Palm Beach County, Florida issued a Request for Quotation (RFQ) for the purchase and delivery of two units of 36-inch eccentric plug valves on a one-time basis. The procurement requires valves meeting specific technical specifications including quarter-turn operation with a minimum 79% port area, worm gear actuation, fusion-bonded epoxy coating, ductile iron body and plug encapsulated with Buna-N rubber, nickel seat weld, and bi-directional shutoff capability. Acceptable manufacturers are limited to Clow, Pratt/Milliken, DeZurik, or GA Industries, and all valves must comply with Palm Beach County Water Utilities Department Minimum Engineering and Construction Standards WW 9 and AWWA C517. Quotations were due by October 1, 2021, at 4:00 p.m. local time, submitted via fax or email to buyer Leelah Parsons. The County will award on an all-or-none basis to the lowest responsive, responsible quoter, with pricing required as a single, firm unit price including all shipping and freight charges, fixed for ninety days from opening, and applicable to any initial and subsequent terms. Vendors must specify the delivery timeframe in days after receipt of order.
Palm Beach County extends procurement preferences to certified small businesses and women-owned and minority-owned business enterprises (S/M/WBE), whereby a certified small business bidder within 10% of the lowest responsive, responsible bid receives award consideration. Additionally, the County offers a 5% Local Preference to vendors with a permanent place of business in Palm Beach County or the Glades. The successful vendor must maintain current certifications, licenses, and permits, comply with E-Verify employment eligibility requirements, and register in the County's Vendor Self Service system. Payment will be rendered upon County satisfaction and acceptance of delivered items, with invoices submitted to Palm Beach County Finance Department bearing the purchase order number. The successful vendor must provide factory/manufacturer warranty against defects in materials and workmanship effective upon delivery and acceptance. The County is exempt from Federal and State taxes, and no specific award value or budget range was disclosed in the procurement documentation.
