About this opportunity

Palm Beach County, Florida issued Invitation for Bid (IFB #19-054/CC) through its Purchasing Department for the purchase and delivery of butterfly, gate, and check valves under a sixty-month term contract. The procurement encompasses four lots: PW 7 Gate Valves, PW 8 Butterfly Valves, WW 8 Gate Valves, and WW 12 Ductile Iron Body Check Valves from approved manufacturers including Mueller, American, Kennedy, M&H, Clow, US Pipe, Pratt, DeZurik, and Valmatic. Bidders must submit a single, fixed percentage discount from current manufacturer's suggested retail prices (MSRP) that applies uniformly across all items within each lot's price list. Deliverables must be provided within thirty calendar days of receipt of a delivery order, with F.O.B. point at destination to one of three County warehouse locations (North Region, South Region, or Western Region). The submission deadline was June 6, 2019 at 4:00 p.m. local time. All bidders must comply with Palm Beach County's Equal Business Opportunity (EBO) Program requirements, and pricing must include all transportation costs without separate shipping charges permitted.

The procurement does not include affirmative procurement initiatives; however, if subcontractors are utilized, applicable OEBO schedules must be submitted. A local preference of five percent may be awarded to bidders with a permanent place of business in Palm Beach County or the Glades, contingent upon submission of a valid Business Tax Receipt and completed Certification of Business Location. The anticipated contract value during the sixty-month term is $1,250,000, though Palm Beach County reserves the right to increase or decrease this amount based on actual requirements. The County also reserves the right to reject bids that would result in financially disadvantageous awards of less than $1,000 per award or multiple small fragments, and to procure goods through State of Florida contracts if more favorable pricing is available. The resulting contract will continue for the full sixty-month term or until the estimated amount is expended, whichever occurs first, with no renewal options available.
