About this opportunity

Palm Beach County Board of County Commissioners has issued Invitation for Bid (IFB #19-018/CC) for the purchase and delivery of valve boxes, lids, and risers on a term contract basis. The procurement seeks bids for four distinct items: screw-type two-piece valve boxes (1,470 units annually), valve box lids marked "Water" (1,700 units annually), valve box lids marked "Sewer" (1,700 units annually), and valve box extensions or risers (575 units annually). Bidders must quote only from approved manufacturers including East Jordan Iron Works, Bingham/Taylor, and SIGMA Corp., with each bidder identifying a single manufacturer per item. All sealed bids must be submitted to the Palm Beach County Purchasing Department by December 27, 2018, at 4:00 p.m. The contract will be awarded on an all-or-none basis to the lowest responsive and responsible bidder, with an initial term of twelve months or until the estimated amount is expended at the County's discretion, and successful bidders will have the option to renew for four additional twelve-month periods under mutual written agreement with original terms, conditions, and unit prices maintained. Delivery is required within fourteen calendar days of receiving a delivery order with F.O.B. destination terms, and delivery locations are specified at three regional operation centers in West Palm Beach, Delray Beach, and Belle Glade. All pricing must remain firm for ninety days from bid submission and for the initial and any subsequent contract terms.

This procurement includes a Small Business Enterprise (SBE) goal of 15 percent minimum participation, with provisions allowing awards to responsive SBE bidders within ten percent of the low bid for contracts between $1,000 and one million dollars. A Local Preference Ordinance applies, offering a five percent preference to bidders with a permanent place of business in Palm Beach County or the Glades. Bidders must submit Drug-Free Workplace Certification, Certification of Business Location with a valid Business Tax Receipt, and applicable SBE participation schedules. The County reserves the right to increase or decrease quantities as necessary and maintains the option to procure these goods through State of Florida contracts if offering lower pricing. Payment will be made upon County acceptance and satisfaction with delivered items, with all prices including labor, materials, transportation, and related costs.
