Upon contract award, the contractor must provide a performance bond equal to 100 percent of the contract price, and Millersville Borough reserves the right to hold bids for up to 60 days from the bid opening date to review bids and investigate bidder qualifications.

The procurement does not indicate any specific set-aside designations for disadvantaged enterprises or restrictions on organizational types eligible to respond; however, all contractors and subcontractors must demonstrate compliance with Pennsylvania's Public Works Employment Verification Act through participation in the E-Verify Program. No incumbent vendors or current contractors are identified in the available documentation. The project requires integration with existing utility infrastructure, necessitating coordination with Millersville Borough, Lancaster City, PPL Electric Utilities Corporation, and UGI Utilities Inc., and contractors are required to call 811 or 1-800-242-1776 at least three working days before construction begins per Pennsylvania Act 287 requirements. The construction plans, specifications, and wage rate documents have been prepared by RAV Associates and are subject to PennDOT standards and specifications. No specific budget range or award value is disclosed in the procurement materials; bids will be compared on the basis of unit prices indicated in the bid form, with Millersville Borough reserving the right to reject any or all bids or eliminate or modify items as necessary to remain within available funding.
