About this opportunity

The State of Maine Division of Purchases is requesting quotes for validation sheeting and laminate for retroreflective license plate validation stickers, with bids due March 24, 2010 at 2:00 p.m. local time.

The scope centers on retroreflective license plate validation sheeting with integrated "Official Use Only" security marks visible only at perpendicular viewing angles up to 25 degrees and designed to resist counterfeiting. Sheeting shall consist of lens elements in transparent resin with pressure-sensitive adhesive backing and removable protective liner. The specification establishes minimum coefficient of retroreflection values across multiple colors: white (50 candelas per lux per square meter at -4 degree entrance angle), yellow (30), red (10), and nine additional color options. Sheeting must remain clear and durable throughout service life, maintain compatibility with additional validation stickers applied directly to surface, and be readily cleansable with water, detergent, and common solvents. The protective liner shall not exceed 0.012 inch total thickness. Finished stickers must be packaged in stacks of 150 sheets with chipboard and polyethylene protection, then packed in wooden boxes with nailed tops and exterior labeling.

Bidders must be prequalified, demonstrating ISO 9000 series certification and proof of successful use in actual weathering conditions for a period equal to at least one-half the length of sticker issue. Successful awardees must furnish all inks, clear coat, and thinners for sticker production and provide technical service without additional cost, including on-site support within 48 hours if production difficulties arise.

Awards will be made to the lowest responsible bidder offering best value, considering quality, conformity to specifications, delivery date, and ultimate cost. In case of tied bids, preference is given to in-state bidders or those offering products produced or manufactured in Maine. The State reserves the right to increase or decrease quantities by up to 10 percent. Quotes must exclude federal and Maine state sales and use taxes. Questions are due 48 hours prior to bid closing through the AdvantageME Vendor Self Service portal.
