About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Corrections, is requesting quotations for two vacuum tank trailers for wastewater transportation at Mountain View Correctional Facility in Charleston, Maine, with quotations due March 8, 2024 at 4:00 p.m. Eastern Standard Time.
The procurement specifies one 4,000-gallon capacity trailer and one 8,000-gallon capacity trailer, each constructed of aircraft aluminum and equipped with heated collars, backup cameras, manways, sight glasses, and inlet/outlet configurations suitable for leachate or sewer wastewater. Both trailers must comply with all applicable federal and state regulations. Quotations must include manufacturer specifications, product data sheets, warranty information, a signed Bid Cover Page, and a Debarment Form (wet signature or electronic signature via DocuSign/Adobe Sign). Pricing must be quoted FOB Destination, with vendors responsible for all shipping charges and goods retention until State receipt. The State is exempt from federal, state, and local taxes and requests quotations excluding these charges.
The State intends to make a single award but reserves the right to make multiple awards if in its best interest. Award will be made on a best value basis considering conformity with specifications, delivery timelines, and pricing, with preference going to the lowest-priced compliant bidder unless the vendor has documented poor performance or a terminated contract within the last five years. Estimated delivery time is factored into the award decision. The State reserves the right to negotiate the purchase of additional units at the bid price for six months following official award notification. Questions must be submitted through the State of Maine's electronic procurement system (AdvantageME Vendor Self Service) no later than two business days before the deadline. Payment is anticipated on net 30 terms upon receipt of acceptable invoices referencing the contract number with accurate pricing and required supporting documentation.
