About this opportunity

The Michigan Department of Transportation's Mackinac Bridge Authority is requesting proposals for one vacuum street sweeper truck under RFP 260000002477, with proposals due at 3:00 p.m. Eastern on September 3, 2026 and questions due August 27, 2026. The RFP was revised August 21, 2026 to clarify product specifications reflecting vacuum and sweeping requirements specific to the Mackinac Bridge.

The scope is a fully assembled truck-mounted vacuum sweeper unit mounted on a Contractor-provided Freightliner M2 conventional chassis (or approved alternate make/model). Key specifications include an 8.5 cubic yard stainless steel hopper body with lifetime rust and corrosion warranty; dual gutter brooms with variable speed control from 0–140 RPM; a 68-inch negative water column vacuum capability at 3,400 RPM impeller speed; a 200–260 horsepower diesel engine; external noise not exceeding 79 dB(A); comprehensive water, hydraulic, and air systems; backup cameras and LED lighting; and minimum 33,000-pound GVWR. Bidders must respond affirmatively or negatively to each specification line item with detailed explanations for any negative responses; failure to respond to each item may result in bid rejection. Bidders must certify they are the manufacturer or an authorized distributor, with manufacturers' letters required from distributors.

Warranty requirements include two-year coverage on chassis and drivetrain (unlimited miles), two-year 100% parts and labor on the sweeper auxiliary engine, lifetime hopper and water tank warranties, and five-year warranty on the blower drive system. The Contractor must provide eight hours of training to six to eight MBA employees and deliver the unit within a specified timeframe after receipt of order. A pre-delivery model inspection will occur at the Contractor's facility, with the State covering travel and subsistence for up to three MBA personnel. Pricing must be firm for the entire contract term and include all costs: shipping, handling, setup, and fees. Award goes to the responsive and responsible bidder with the lowest price meeting all pass/fail criteria. Contracts valued at $250,000 or more require State Administrative Board approval. All proposals become public records subject to Michigan's Freedom of Information Act, with limited exemptions for verified trade secrets.
