About this opportunity
Palm Beach County's Purchasing Department issued a Request for Quotation (RFQ) on March 5, 2018, for the purchase and delivery of Merck Animal Health vaccines under a term contract, with responses due by March 12, 2018, at 4:00 p.m. local time. The procurement seeks firm, fixed pricing for three specific vaccine products: Nobivac Feline 1-HCP (295 units estimated annually), Nobivac Canine 1-DAPPV (320 units estimated annually), and Nobivac Intra-Trac 3 ADT (300 units estimated annually), all manufactured by Merck Animal Health with no substitutions permitted. The selected vendor must deliver all vaccines within fourteen calendar days of receiving a delivery order to Palm Beach County Animal Care & Control at 7100 Belvedere Road, West Palm Beach, Florida 33411. All vaccines must be delivered in sealed original manufacturer's packaging with a minimum shelf life of twelve months from the delivery date and labeled as perishable, with the F.O.B. point at destination and the vendor bearing all transportation costs, liability, and risk in transit. The initial contract term is twelve months or until the estimated amount is expended at the County's discretion, with an option to renew for four additional twelve-month periods upon mutual written agreement and appropriation of funds. Pricing must remain firm for ninety days from the opening date and throughout all contract terms, and the contract shall be awarded on an all-or-none basis to the lowest responsive and responsible bidder.
Palm Beach County offers a 5% local preference to quoters with a permanent place of business in Palm Beach County or the Glades, provided they submit a valid Business Tax Receipt and completed Certification of Business Location. Small Business Enterprise (SBE) certified vendors within 10% of the lowest responsive bid may receive preference for award, and drug-free workplace certification is available to break tie bids. All quotations must include the vendor's legal name, address, Tax ID/FEIN number, and federal ID number, with all information matching that in the County's Vendor Self Service system for payment processing. The County is exempt from Federal and State taxes, and payment will be made only upon acceptance of goods delivered in compliance with specifications. No incumbent vendors or budget values were identified in the procurement documents.
