About this opportunity
The City of Rocky Mount Water and Sewer Division is requesting proposals for bush hog mowing services on utility rights of way, with proposals due October 29, 2026 and a mandatory pre-bid meeting on October 13, 2026 at 10:00 AM at 331 S Franklin Street, 4th Floor, Rocky Mount, NC. A local preference policy allows eligible local bidders to match prices within five percent or $25,000 (whichever is less) of the lowest non-local bid.
Contractors must hold a North Carolina Registered Landscape Contractor's license and an NC Commercial Pesticide Applicator's license, and must demonstrate relevant experience with public or private sector clients of similar size and complexity. Three professional references are required.
The scope covers cutting approximately 316,699 linear feet of right-of-way from tree line to tree line, including trimming around manholes, fire hydrants, valves, and valve signs; reporting any damages found during operations; and completing each section to specification before requesting inspection. Two cutting periods are specified: October 15 through December 1, and May 15 through June 15. Work must be performed to specification regardless of weather conditions or wet ground.
The contract term runs from award through June 2028, with the City retaining an option to renew for up to two additional one-year terms by mutual agreement. Vendors must provide separate line-item pricing for each cutting period. The City awards to the lowest responsible, responsive bidder under North Carolina General Statute Section 143-131, considering quality, performance, and timeline for contract performance. The selected contractor must provide a Certificate of Insurance before award, designate a project manager as the City's point of contact, and provide transition assistance of up to three months if the contract is not renewed or canceled before expiration. Written questions are due October 14, 2026 at 5:00 PM, with City responses provided by October 20, 2026. Monthly invoices are submitted within fifteen days following month-end; payment is NET 30 days.
