About this opportunity
The Village of Johnson is seeking a qualified engineering firm to prepare an Architectural and Engineering (A&E) document compliant with FEMA standards for a critical utility pole repair/replacement project related to flood damage from July 2024. The primary objective is to develop a comprehensive plan for addressing a utility pole located at the rear of the Union Bank property on the Gihon River's bank, which provides electric power to essential village infrastructure including the wastewater treatment plant, municipal office, fire station, and utility garages. The selected firm must prepare detailed documentation identifying local, state, and federal permitting requirements, including stream alteration and floodplain permits, and will assist the village in securing these permits. Key deliverables include an engineering assessment that explores alternatives such as rebuilding the riverbank section, driving piles to bedrock, installing a steel pole, or making minor lateral pole relocations. The contract opportunity (ID: 684ffcbd308b6a319e0e7a50) was posted on June 12, 2025, with a proposal due date of June 30, 2025, targeting mitigation of potential catastrophic infrastructure disruption caused by ongoing riverbank erosion.
The procurement appears to be open to all qualified engineering firms without specific set-aside designations or enterprise restrictions. No incumbent vendor information is provided, and the document does not specify a precise budget range or award value for the project. The scope suggests a technical, specialized engineering engagement focused on infrastructure resilience and flood mitigation. The project is specifically located in Johnson Village within Grand Isle County, Vermont, and will require extensive technical expertise in utility infrastructure, riverbank stabilization, and regulatory compliance. While no specific evaluation criteria are explicitly outlined, the selection will likely prioritize firms with demonstrated experience in FEMA-standard engineering documentation, flood mitigation strategies, and comprehensive permitting processes for critical infrastructure projects in challenging environmental conditions.
Opportunity text
The Village of Johnson (the Village) seeks a qualified engineering firm to prepare an Architectural and Engineering (A & E) document acceptable to FEMA standards for DR4810 project 798988. This project is to repair -- or replace with more suitable alternative -- the utility pole at the rear of the Union Bank property on the bank of the Gihon River. The utility lines provide electric power to the core of the Village of Johnson, including critical facilities such as the wastewater treatment plant, municipal office, fire station, and municipal utility garages. (See Attachment A: Project Area and Photos) During the July 2024 flood, the Gihon River encroached on the pole, eroded the riverbank, and unearthed one of the four guidewires. Further erosion of the bank and/or dislodging of the remaining guidewires would have catastrophic impacts on the Village of Johnson. The selected firm will also identify all local, state, and federal permitting requirements (including stream alternation and floodplain permitting), and assist the village with securing such permits. The primary alternative identified by the Village is to rebuild and the section of bank that is threatening the utility pole (that cannot move locations except short distances laterally). The Village will also consider alternatives such as driving piles to bedrock and affixing a steel pole in place Minor relocations of the utility pole may be considered, however, the pole can only move short distances laterally due to the current span of wire between poles.
